Meaningful Use

With Congress' passage of the American Recovery and Reinvestment Act (ARRA), net investments of approximately $19 billion will be made in health information technology (IT), including $29 billion to be paid out through Medicare and Medicaid incentives.

New Medicare and Medicaid EHR Incentive Programs created through ARRA provide financial incentives to physicians and hospitals who qualify as "meaningful" users of electronic health records (EHR)s. There are three components to meaningful use:

  1. The use of a certified EHR in a meaningful manner, such as e-prescribing.
  2. The use of certified EHR technology for electronic exchange of health information to improve quality of health care.
  3. The use of certified EHR technology to submit clinical quality and other measures

eHealth Initiative is at the forefront of developing tools and resources for groups to better understand what meaningful use is, and how to achieve it.
