Establishing Mission and Goals |

To aid in the development process of HIE initiatives, common principles or "guard rails" have been identified by eHealth Initiative as critical success ingredients. These serve as a foundation for the development of a HIE mission statement and ultimately the goals for the organization. The time spent achieving consensus on the value definition should be significant, as future decisions on governance, business planning and technical design are dependent on the community vision for HIE. The principles listed below should be validated and agreed upon by its leadership at the outset, and reviewed by the HIE.
- A shared vision for the health and wellness of the community
- A commitment to work collaboratively across stakeholder groups to work toward making the shared vision for community health and wellness a reality
- Inclusion of representatives of the stakeholders from across the community in the governance or advisory bodies to the HIE
- Inclusion of a role for local government agencies with responsibilities for health care service delivery or public health that can benefit from the HIE to reduce costs and complexity of fulfilling their mandate
- Ensure that the privacy and security framework chosen is communicated clearly to all stakeholders, and is consistent with the state framework for privacy and security.
The State Designated Entities (SDE) for Health Information Exchange have a mission and goals that are largely defined by the federal government. The ONC articulated the mission in the January 2010 funding opportunity announcement that described the program. ONC published a Program Information Notice in July 2010 that has the effect of articulating the short term goals of the SDE – ensuring that all eligible providers within the respective state have at least one option available to meet the HIE requirements of meaningful use in 2011. Accordingly, SDEs have submitted State Strategic and Operational Plans that include a concrete and feasible plan to enable the following priority HIE capabilities that support stage one meaningful use requirements: e-prescribing, receipt of structured lab results, and sharing of patient care summaries across unaffiliated organizations.

- The HealtheLINK is a community-based organization leading the health information exchange (HIE) effort on behalf of healthcare stakeholders in Monroe and surrounding counties in South Central Indiana.
- The Bronx RHIO's mission is to build a secure, interoperable health information exchange that will make it possible for patients' medical records to follow them wherever they go for health services in the Bronx. The health information exchange will achieve this by integrating clinical information drawn from multiple sources and sites into a virtual medical record that will be available to authorized users.
- CORHIO's mission is to facilitate health information exchange to improve care for all Coloradans.
- NeHII's purpose is to achieve health care transformation through community betterment collaboration while protecting the security and privacy of medical information.
- Healthbridge's mission is to improve the quality and efficiency of health care. They serve as a trusted third party working with all healthcare stakeholders to facilitate an integrated and interoperable health information system.
