Victor Villagra - Biography

Victor_VillagraDr. Victor G. Villagra is the founder and president of Health & Technology Vector, Inc. based in West Hartford, CT. H&TV is a consulting company in population health, technology assessment and delivery system redesign. The company has been in operations for 9 years. Dr. Villagra works with senior management teams of a diverse client base in the US, Europe, Japan and Latin America including managed care organizations, governments, academic institutions, foundations, large employers, pharmaceutical companies, disease management organizations, specialty professional societies, insurance companies and start-up health care ventures. Dr. Villagra was National Medical Executive at CIGNA HealthCare. He is past-president of the Disease Management Association of America. He has served as an advisor to the Department of Health and Human Services and Centers for Medicare and Medicaid in a variety of subjects including the Medicare Modernization Act Chronic Care Initiative. He was a member of the HIT Committee of the State of Connecticut SustiNet plan. His current work focuses on the transformation of primary care practices to succeed in the era of health care reform.

Dr. Villagra received his M.D. degree from the University of Costa Rica, where he graduated at the top of his class. He trained in Internal Medicine at the University of North Carolina at Chapel Hill where he also served as Chief Medical Resident. Subsequently he completed a Faculty Development Fellowship in General Internal Medicine at the same institution. He practiced General Internal Medicine at Geisinger where he developed one of the first and most successful practice-based chronic care management programs in the country. Dr. Villagra is board-certified in Internal Medicine and is a Fellow of the American College of Physicians. He served as Visiting Health Policy Scholar at the Ethel Donaghue Center for Translating Research into Practice and Policy at the University of Connecticut Health Center and is now Assistant Professor of Medicine in the Department of Medicine at the same institution. He was recently named Chief Medical Officer-Consultant to the National Rural Electric Cooperative Association. Dr. Villagra serves on multiple boards including the Connecticut Health Foundation, ProHealth Physicians Inc. and Genomas, Inc.
